NG9-1-1 Funding and PSAP Grant Program
The NG9-1-1 Funding and PSAP Grant Program is a multi-million dollar funding and grant program administered by the Virginia 9-1-1 Services Board. Presently, the Commonwealth of Virginia is implementing Next Generation 9-1-1 (NG9-1-1) statewide as the current analog network that provides 9-1-1 call delivery to Virginia PSAPs is going away. Over the next few years, 9-1-1 service providers will be decommissioning the selective router pairs that comprise the foundation of this legacy analog network. To identify the best course to implement NG9-1-1, the 9-1-1 Services Board (the “Board”) conducted an NG9-1-1 feasibility study in 2015 and made the decision to transition to a statewide IP-based infrastructure, known as an emergency services IP network (ESInet). With planning efforts completed, the Board is now focused on implementing NG9-1-1 throughout the commonwealth.

The primary focus of the current PSAP Grant Program guidelines is to lay out the process for determining and allocating funding for allowable NG9-1-1 migration costs during the multi-year NG9-1-1 deployment period and to continue to provide funding for 9-1-1 and GIS education and training in FY22. PSAPs have two (2) programmatic areas to seek funding:

PSAP education program (PEP)
NG9-1-1 migration program
The FY22 PSAP Grant Program application cycle opened on Wednesday, July 1, 2020. The FY22 PSAP education program grant application cycle will be as in the previous years. The deadline to submit your application is Wednesday, September 30, 2020, at 5:00 pm. The NG9-1-1 submission deadlines do not apply to the PEP. Applications will be reviewed based on the NG9-1-1 submission deadlines provided on the NG9-1-1 Deployment web page. Submit your PSAP education grant application to the electronic mailbox established for grant applications and all other grant-related communications – and copy your regional coordinator. Absolutely no grant applications will be considered for the current grant cycle if it is submitted after that time.

PEP Grant Reimbursement Information
The 2020 Virginia APCO Fall Conference has been canceled due to the COVID-19 pandemic. However, please stay tuned for information on upcoming state conference information as the Commonwealth addresses the pandemic.

Remember, for all conferences, lodging and per diem is based on GSA rates. The state conference per diem rate is posted ahead of the conference. The state conference rate is per person and applies regardless of the total number of nights spent at the conference. The participant must stay at least one night in order to receive the travel assistance rate. Lodging expenses will be reimbursed per your receipts up to the maximum allowed government rate.

Reimbursement rates for lodging and meals and incidental expenses (M & IE) for all conferences and training opportunities, excluding the VA APCO, VA NENA, and VAMLIS state conferences, are calculated separately.
